YPC Regulations on Management of International Students Apartments
Chapter I General Principles
Article 1 The following management regulations are made to enhance the management of the International Students’ Apartments, improve international students’ personal and property safety, maintain the normal order of studying and living and promote the development of international students’ physical and mental health.
Article 2 The management of the international studentsin the dormitoryinternational students is led by the YPC Student’s Affairs Department, and conducted by School of International Exchanges (SIE).
Chapter II Accommodation Management
Article 3 The accommodation of international students is arranged by SIE. In principle, all registered international students must live in the International Student Apartment.
Article 4 Students who live in the International Student Apartment need to sign an accommodation agreement, pay deposit and check in with the registration card.
Article 5 Students shall live in appointed dorms. Any unauthorized exchange or occupation of student dorm is forbidden. Students who need to change dorm for some reasons, shall submit application to SIE and move after acquiring approval.
Article 6 When students are informed to change their room due to the layout adjustments or change of students’ status, they need to cooperate in time, or face consequences i.e. cutting of power, etc.
Article 7 Students who live in the International students Apartment need to pay accommodation deposit within 10 working days after the start of each school year. The International Student Apartments have the right to request students to leave the dormitory for any of the following: not paying accommodation deposit in time, failing to return to school as required by school, being absent from school and having lost contact for a long time, as well as failing to participate in teaching and practice activities international students as required. International Student apartment will not keep these students’ belongings.
Article 8 When moving off campus, moving to another dorm, or leaving due to the reasons including graduation, dropping out, suspension, deferment, expulsion, students should complete all checkout procedures within one week, move all personal belongings out of the dormitory and return the key to the receptionist. All facilities and appliances shall be kept in good condition, and will be inspected when students check out. Any missing or damaged properties must be compensated by students depending on the cost. SIE reserves the right to take action on students who refuse to checkout or move out when they should, and students will incur the cost.
Article 9SIE and theinternational students apartment and the management staff will carry out the relevant inspection regularly or irregularly to maintain the public order of the dormitory and ensure the public facilityin the dormitory are in good condition. Students should not refuse to engage in these inspections and must cooperate with the respective staff and management teams.
Article 10 TheInternational Students Apartment will not provide accommodation to students who fail to graduate on time.
Chapter III Daily Routine of Sanitation Task
Article 11 The doors, windows, floors, balcony and lavatory in the student’s dorms should be kept clean and fresh. All items shall be neatly placed. Customized decoration without modification of the dormitory’s overall arrangement and layout or damage to the wall is permitted.
Article 12 Students have the responsibility of keeping the public areas in and out of the dorm clean and neat to create a civilized, sanitary and orderly accommodation environment.
Chapter IV Behavior Management
Article 13 Setting up stalls or promoting sales is forbidden in dormitory area.
Article 14 Students must keep their doors closed or locked and take good care of valuable belongings. Large amount of cash shall be deposited at the bank timely.
Article 15 Work and rest schedules regime shall be strictly obeyed. Students shall wake up, return to dorm and sleep on schedule. Making noise, frolicking, gaming and other activities that disturb others are not allowed in dormitory or on the corridor.
Article 16 Spitting on the ground, littering, smoking and drinking alcohol are not allowed. Garbage shall not be swept from room to corridor. It is forbidden to pour water, throw garbage or other things outside the window.
Article 17 It is forbidden to keep pets in the students’ dorm.
Article 18 The Foreign Apartment closes at 11 pm and reopens at 6 am the next day. Late returning students shall register with student ID cards and report reasons to the manager on duty at the dormitory building before entering.
Article 19 Students are forbidden to climb over walls, barricades, fences or balconies.
Article 20 Visitors registration policy shall be executed in strict rotation. Visitors should offer relevant credentials and register at the dormitory reception. Visitors can enter the room after gaining the manager on duty’s approval and leave the dorm within the specified period. Members of the opposite sex shall not come in without approval. It is forbidden to allow other people to stay in the dorm overnight.
Article 21 Spending the night outside the dorm is forbidden. Students should ask for leave first and then report back after leave of absence.
Article 22 The student dormitory provides internet service, which shall be regulated on time limit by YPC information center under the guidance of the relevant regulations of YPC. Unauthorized internet wire connection and cross-room LAN are forbidden.
Article 23 Students shall not engage in entertainment such as playing poker, watching videos and any activitiesinternational students unrelated to study during class time.
Article 24 Students shall obey the SIE administration, respect dormitory administrative staff and their work. Students are forbidden to enter duty office without permission.
Article 25 It is forbidden to lock the dormitory door from the inside.
Article 26 Student shall cooperate when administrative staff needs to enter student’s room for work.
Article 27 Students should enhance their self-protection awareness, and report potential safety hazards, including theft, fire, excessive drinking, and fist fighting to dormitory administrative staff and SIE. SIE will commend and reward students who make contribution to the normal order of student dormitory through reporting, exposing and preventing public safety affairs.
Chapter V Facility and Device Management
Article 28 All the facilities international students and devices in the dormitory areas are public property and shall be used and kept according to related regulations and rules. Unauthorized disassembly, dislocation and modification are forbidden.
Article 29 Pay attention to electrical safety. Students should purchase, use certified qualified electrical products and wiring boards produced by regular manufacturers, etc. and shall not pull the wires privately. The staff shall have the right to stop the use of electricity for those in violation of regulations.
Article 30 Students shall not change or install door locks without permission. Unauthorized duplication and lending of room keys is not allowed.
Article 31 Students can apply for repair services by making an appointment on the website of the YPC logistics service center or by reporting damage to the duty office. Repair of facilities international students not damaged by students is free, but repair of damages caused by the students shall be compensated by the students at fault. Dorm members share the cost and responsibility when the matter is unclear.
Chapter VI Reward and Punishment
Article 32 Students’ performance in the dormitory area is connected with award and scholarship appraisal.
Article 33Foreign student dorms shall be appraised and awarded according to the Selection Method of Outstanding Dorms of YPC.
Article 34 Students who violate the rules specified in this regulation shall be punished according to YPC Penalty Provisions of Discipline Violation.
Chapter VII Supplementary Articles
Article 35 SIE is authorized by the YPC authority to reserve the right of further explanation of these provisions. These provisions take effect from the day of issue.
